Action Chaining: Use Actions Queue For All Pop Up Screens

Users would like for all Faster Suite screens to enter Actions Queue instead of popping up on top of each other. 

An example is that if a user is working on a new note entry screen and Faster Scan prompts to preserve a scan to Clio - that preservation prompt will pop up on top of the note entry screen previously being worked on. 

This feature request, would make it so the scan preservation screen and all other screens enter the Actions Queue instead of popping up over the current screen being worked on.
