Conflict Check: Search Expense Entries default tied to Time Entries

We are aware of an issue causing the Conflict Check tool to select expense entries to be searched or not searched depending on the default value for searching time entries.  Users can still manually select whether to search expense entries or not, but the box will be automatically checked based on the last selection for time entries.
